Rep. Roilo S. Golez of Paranaque City sought the immediate passage of House Bill 5711 for the creation of the Philippine Solar Initiative Commission (PSIC). Under the Philippine Solar Initiative Commission Act of 2009, a commission would be instituted to help the government in its efforts to efficiently use solar energy.

In a press release issued by the House of Representatives of the Philippines, Golez said, "The PSIC will be in-charge of systematically determining an appropriate model and method at conserving solar energy to aid and promote national development.” The lawmaker also pointed out that the archipelago experiences sunny climate during half of the year. “This blessing of nature can be utilised to provide the people sufficient service in terms of energy needs,” he added.

House Bill 5711 mandates the Philippine Solar Initiative Commission to facilitate installation of solar power plants, provide advanced technology to conserve solar energy, and administer pertinent research and development projects. The PSIC is also tasked to oversee both national and local programs geared towards the development of Photovoltaic (PV) markets to enable conversion of light energy directly into electric current.
